Within the framework of summing up the results for the first half of 2018 to develop non-commodity exports, the planned meeting of the Council for Industrial Development and Competitiveness of the Russian Economy was held.
The meeting was opened by Babkin Konstantin - the head of the Expert Council, he in figures showed the state of non-commodity exports in Russia and proposed to discuss the necessary support measures.

In the 2000s, on average, glass was imported to Russia for various sectors of the national economy to 63 percent. However, as a result of the crisis of 2014 to the present, almost all state programs were not implemented. A feature of the glass industry is the continuous production method. Given the current situation, the Anti-Crisis Headquarters was established, and the basis for the sectoral export policy was approved. One of the main directions is participation in all glass exhibitions in the world. From the state, the Association did not receive a single ruble for participation in industry exhibitions. However, the SSR participates in all international exhibitions in Europe and Asia. For a short period we managed to attract the attention of buyers from many countries to the glass products produced in Russia. Exports grew by some types of glass to 20 percent. It is necessary for the Government to consider the possibility of creating a single external economic state body. It should not be commercial, following the example of today's state-owned JSC. The proposed structure with a unified program for the development of non-commodity exports is obliged to divide its activities into two parts: internal and external. Exporters from Russia should feel themselves under the protectionist "wing" of the state, wherever they work. Following the example of importers in Russia. And, what is very important, it is necessary to urgently remove the barriers for non-commodity exporters within the country. It is difficult to develop exports, when the VAT refund on businesses reaches 40-45 days. It is difficult to work when bank guarantees on contracts can be obtained after 40 days from the date of the contract.
