«There was a choice - the plant works or not»: the owner of «Tomsk lamp» about coronavirus, criminal cases and products

In 2021, Tomsk "Lamp" has an anniversary. 80 years old. However, it is not a fact that the famous Tomsk enterprise will survive by the round date. The year 2020 turned out to be very difficult for "Lamp". Coronavirus, criminal cases and searches ... All at once. The workers of the plant were ready to go to a picket outside the administration building, wrote letters to the governor and launched a petition to the president with a request to save the "Tomsk lamp".

Vladislav Golubev, the founder and president of the LEADlight Group, told the TV2 editorial office about what is happening at the plant now.

"We worked at the warehouse"

“Now the plant is working at full speed,” says Vladislav Golubev - Of course, we have gone through hard the restrictions associated with the pandemic. We mainly manufacture federal products, we work for the whole of Russia and the near and even far abroad. Accordingly, when the borders were closed, a ban was imposed on the operation of shopping centers, not only Russian, but also Kazakh, Azerbaijani and others, this hit us hard. We worked for a warehouse, depleted our resources. "

Vladislav Golubev became the head of "Bulb" in 2007. Within a year and a half, the production of LED lamps began. In 2014, for the first time, the production of LED filament lamps under the Tomich Bulb brand was launched.

In 2016, the Tomsk Lighting Plant was officially founded on the basis of the Tomsk Electric Lamp Plant. This is one of several legal entities included in the LEADlight Group.

“During the time of the coronavirus, we received practically no assistance from the state. One company from the group was allowed to defer tax payments, and that was all. I am also the vice-president of the "StekloSouz" (one of the largest trade unions). We wrote a proposal to the government on what measures should be introduced to help the industry. After all, the manufacturers who work for the domestic market and produce consumer goods have suffered in the first place. But, apart from minor things, no drastic measures were taken, ”continues Vladislav Golubev.

In June, quarantine measures began to be lifted: the plant again began to supply products throughout Russia, and when the borders opened, then abroad. New production was also launched.

“In April, we started developing our own device for air disinfection - a bactericidal recirculator. At their own peril and risk, they invested money in this, which was already lacking. But they brought the recirculator to a high-quality level and started selling it. So far we have reached the level of small-scale production - about 2 thousand pieces per month. The product is in demand now. This also helps us, "Golubev adds.

"The criminal case is complete absurdity"

The first problems for the enterprise began in 2018. The crisis, prices fell on the market, there was not enough money.

The plant employs over 400 people. The total tax burden is about 50 million rubles per year.

“We paid taxes, but as much as we could. At that moment, there was a choice, either the plant works on or not. When we were asked to, we paid part of it, but we couldn’t pay for part, ”says Vladislav Golubev.

By May 2018, the debt on mandatory payments amounted to almost 12 million rubles. The Federal Tax Service of the Russian Federation has filed for bankruptcy. A year later, the Arbitration Court closed the case, since most of the debt was paid off. But in the summer of 2019, the tax office filed a new bankruptcy lawsuit. The plant's debt was almost 20 million rubles. During the year, the Tomsk Lighting Plant paid about 17 million rubles, and the court closed the case.

However, the tax service forwarded information about the debt to law enforcement agencies. A criminal case was opened on the fact of concealment of funds, at the expense of which taxes should be collected. The management of the Tomsk Lighting Plant was charged under Part 1 of Article 199.2 of the Criminal Code of the Russian Federation.

“We initiated two criminal cases: for the period of 2018 and 2019. One was opened last year, there were no active actions there. This year it was initiated for the period of 2019. And that's where it all started, - says Vladislav Golubev - On March 30, on the first day, declared a day off because of the pandemic, when we disbanded almost all production, except for the auxiliary and continuous cycles - glass and energy, police officers came to us. Without masks, without presenting papers: they jumped over the turnstile, broke into the production, which is especially dangerous. That is, people must be accompanied by personnel. They violated the sanitary safety requirements. Why this was done is not clear. "

Dozens of employees have been questioned since March, Golubev said. Some of their apartments were searched. The holding's management filed several complaints about the actions of the police. One of them, "On illegal actions of law enforcement agencies", should be considered in the near future by the Kirovsky court.

“The enterprise was under stress: a pandemic, financial difficulties, and then there were searches, an investigation. Like a treacherous stab in the back. We are being dealt with as if we were some kind of criminal cartel, not a light bulb factory. As a citizen and leader, I am outraged by this. It still shakes ”, - Golubev is indignant.

The regional authorities are aware of the situation. An operational headquarters was created, which included investigators, employees of the tax service, Deputy Governor for Industry Igor Shaturny and for Economics Andrei Antonov. Representatives of the relevant department appealed to the prosecutor's office with a request to understand what was happening. "Expressed moral support."

“The criminal case is a complete absurdity,” says Vladislav Golubev. - As the head of the glass union association says, they want to be held accountable for what they need to give a certificate for. This is actually a very disturbing precedent for all executives. "

Vladislav explains: in 2018, when the "Tomsk Lighting Plant" faced difficulties, the company worked on its own money, without attracting additional loans. Therefore, economic activities were carried out through other legal entities included in the holding.

“We have a group of companies affiliated with my own person, which paid, for example, materials, salaries. And taxes too. If the company has died, then nothing can be paid. But we worked, continued to pay taxes. And the entire tax debt was paid within a year. But according to the article, which is imputed, I just had to take how much money was paid, declare bankruptcy and close the plant. And so I would have done according to the law, but with losses for everyone. The fact that we have paid off all our debts is not an argument not to prosecute me according to the law. The case was opened according to the formal interpretation of the Criminal Code, ”says Vladislav.

He adds that a debt repayment schedule has also been worked out. “When there was not enough money, I contributed 1.5 million of my money from the sold personal land plot. But this does not convince anyone. "

Vladislav is now in Georgia. I went there with my wife for treatment, expecting the birth of a child. But because of the accepted sanitary standards, it cannot go back.

“I indicated my exact location to the investigator. Explained the reason why I cannot return. We got into the situation, the case was suspended. "

Vladislav Golubev says he will try to prevent the plant from closing. In the nearest future: "Tomsk Bulb" is expected to expand its production - the plant is working on the creation of new types of lamps and means of protection against viruses.

The history of the enterprise began in 1941, when the Moscow Electric Lamp Factory and the Zaprudnensky Glass Factory near Moscow were evacuated to Tomsk, where they merged into one - for the production of electric lamps - the Tomsk Electric Lamp Plant.

In 1944, 5.7 million lamps were produced, in 1950 - 25 million, in 1970 - more than 100 million, in just 70 years of operation, more than 6,000 million lamps were produced. The enterprise developed new types of products. In the 1980s, the assortment was about 100 items. Products were delivered to 33 countries.

In the 1990s, the plant went through the bankruptcy of the parent holding. The Tomsk Electric Lamp Plant, which did not receive loans, was forced to give up two-thirds of its production space and half of the plant territory in bankruptcy proceedings.

In 2007, a new team came to the plant. The main task was to preserve the existing production of lamps and develop both core activities (production of LED lamps and lamps) and non-core (heat production, gas production, glassware production). In 2014, the plant changed outdated equipment, eliminated all environmentally dirty technological processes.
