IX Forum on digitalization of the military-industrial complex «ITOPK - 2020» began its work

On August 11, 2020, the IX Forum on digitalization of the military-industrial complex "ITOPK - 2020" began its work in Kaluga. The event is supported by the board of the Military-Industrial Commission of the Russian Federation, the Ministry of Industry and Trade, the Ministry of Telecom and Mass Communications, the Federal Security Service, FSTEC, the Union of Machine Builders of Russia and the Government of the Kaluga Region. The organizer of the forum is the Connect Publishing House.

This year the forum is being held in traditional and digital formats. About 600 people work directly at the event. Another 1,500 are online. Among them are representatives of federal and regional government bodies, major business associations, state corporations, integrated structures and enterprises of the defense industry, the Russian Academy of Sciences and leading universities of the country.

The participants were offered a rich business program: a plenary session, ten thematic sections, a number of meetings, panel discussions, visits to a number of defense and civilian enterprises in the Kaluga region and much more.

Acting Governor of the Kaluga Region VV Shapsha addressed the participants of the plenary session that took place on the first day of the forum. He noted that this event is of great importance for the Kaluga region. The region has a serious base, which was largely created for the development of military products: “Now the region's defense industry includes 21 enterprises, employing more than 25 thousand people.

In his opening remarks, OI Bochkarev, Deputy Chairman of the Collegium of the Military-Industrial Commission of the Russian Federation, outlined a range of main problems to be discussed by the forum participants. According to him, the state is systematically and consistently increasing its efforts to support and develop the IT industry. This is the goal of the new federal program, which was recently presented by the Chairman of the Russian Government. According to O.I. Bochkarev, in the foreseeable future, all these measures can give an impetus to the development of the domestic IT business, which should also have a beneficial effect on the pace of import substitution, including at the enterprises of the defense industry.

The participants in the plenary session discussed the implementation of digital technologies at defense industry enterprises, tools for removing barriers to digital transformation, prospects for artificial intelligence, improving cybersecurity and other pressing issues.

A.N. Lotsmanov, First Deputy Chairman of the RUIE Committee on Technical Regulation, Standardization and Conformity Assessment, Chairman of the Council for Technical Regulation and Standardization under the Ministry of Industry and Trade of Russia, made a report at the forum. He spoke about the current areas of work of the RSPP Committee, one of which has been the development of IT standardization in the country for a number of years. At the same time, he noted the great importance of strengthening international cooperation in this area. One of the successful examples of such cooperation was the work of the Council for Technical Regulation and Standardization of the Russian Union of Industrialists and Entrepreneurs and the Eastern Committee of the German Economy.

The purpose of this Council is to create recommendations for the convergence of the regulatory framework of Russia and Germany in the field of digital transformation and in the development of quality infrastructure.

The speaker emphasized that the Council became a center allowing Russian companies to get acquainted with the functioning of the Industry 4.0 platform from the inside and, as part of the implementation of digital technology management systems, build a similar system in Russia.

A.N.Lotsmanov expressed confidence that the creation in Russia of the program "Industry of the Russian Federation 4.0", similar to the German "Industry 4.0" is today one of the most important tasks. He voiced the proposals of the RUIE Committee for the draft "National Action Plan to ensure the restoration of employment and incomes of the population, economic growth and long-term structural changes."

It is necessary to make the transition of industry to modern planning and management methods based on analogs of platforms such as "Industry 4.0", prepare an interdepartmental plan for the development and creation of the domestic platform "Industry of the Russian Federation 4.0", approve and implement a program for the development and implementation of a set of IT standards for the platform "Industry of the Russian Federation 4.0 ".

According to the RUIE Committee, the Ministry of Industry and Trade should become the coordinator of this work.

In more detail the problems raised in the speech of A.N. Lotsmanov are planned to be discussed during one of the special thematic sessions of the forum.

At the plenary session, reports were also made by the head of the Center for digitalization of enterprises of the defense industry complex FSUE "VNII" Center "A.B. Ageev, head of the Department of FSTEC of Russia N.I.Mishchenko, advisor to the general director of the Russian Fund for the Development of Information Technologies M.V. director of ANO Agency for Technological Development M.Yu. Nosov, teacher of business practice at the Moscow School of Management SKOLKOVO PN Bilenko and others.

During the upcoming thematic sessions, representatives and industry experts will discuss the best methods and practices of managing defense enterprises, consider the practical implementation of the national program "Digital Economy of the Russian Federation" and recommendations for the implementation of the best domestic IT products for the defense industry.

The forum will result in proposals for improving and developing the legislative and regulatory framework for ensuring the digitalization of the industry.

As you know, the Association "StekloSouz" of Russia works on a systematic basis with the Government to promote and develop the production of special products made of quartz glass for the military-industrial complex and other basic industries, including nuclear energy, etc. state security.
