Manturov announced the departure from the market industrial policy

According to him, a turn to the policy of ensuring technological sovereignty is needed. The minister stressed that it is necessary to gradually replace imported equipment "in the interests of our manufacturers"

The government is unanimous about the need to make a turn from "an absolutely market-oriented industrial policy to a policy of ensuring technological sovereignty," Minister of Industry and Trade Denis Manturov said at an extraordinary meeting of the State Duma.

“Just three days ago, we discussed them [the strategic objectives of the industrial sector] in detail under the chairmanship of Mikhail Vladimirovich [Mishustin] at a special strategic session and came to a consensus in the government that today it is necessary to make a turn from an absolutely market-oriented industrial policy to a policy of ensuring technological sovereignty” Manturov said.

He added that in order to ensure the current supply of critical components, it will be necessary to complete the creation of new cooperation ties. “Now we are intensively doing this manually, together with companies and sales offices. At the same time, we will master the production of our own analogues to replace imported components at an accelerated pace,” the minister stressed.

According to him, the government supports the allocation of additional funds for the development of backbone industries to fulfill these tasks.

Among the industries that will be given close attention, the minister named electronics, machine tool building, small and medium-tonnage chemistry.

In parallel, the Ministry of Industry and Trade will continue to restructure and create alternative logistics channels, including with an eye to new foreign markets, the head of the department added.

“In addition, in the interests of our manufacturers, it is necessary to consolidate demand, gradually replacing imported machinery and equipment that are used in various sectors of the economy,” he stressed.

Back in late May, Deputy Chairman of the Russian Security Council Dmitry Medvedev suggested using the term "technological sovereignty" instead of "import substitution". Dmitry Peskov, the president's special envoy for digitalization, suggested that Russia would be able to achieve technological sovereignty in 10-20 years. To do this, it will be necessary to create from 30 to 50 own lines of advanced developments that can "provide food, security, medicine and connectivity in the country in the event of any cataclysms."

In an article for the RBC newspaper, Peskov expressed the opinion that the most likely scenario for the development of economies in the coming years would be “islandization”. “That is, countries, all major techno-economic blocks will want to produce food, medicines and everything else on their territory. This is what is happening right now. What is ahead of us? Technological sovereignty is the realization of a part of our scenario about how to build our own “island”, on which we are in charge, we are adults, we make decisions, we are responsible for them. This is the main story for the next ten years for us, and also for countries such as the United States, China, and possibly for India, ”he specified.
