MSW Headquarters: 54 regions are lagging behind in creating waste management infrastructure

This was reported at the headquarters for the organization of the solid municipal waste (MSW) management system, which was held at the site of the Coordination Center of the Government of the Russian Federation under the chairmanship of the Minister of Natural Resources and Environment of the Russian Federation Alexander Kozlov.

"Of the 86 road maps, 54 road maps are being implemented in violation of deadlines, more than half (63%). Over the past month, another 14 subjects of the Russian Federation fell into the "red zone" - the Karachay-Cherkess Republic, Krasnoyarsk and Perm Territories, Astrakhan, Zaporozhye, Orenburg, Kaluga, Kemerovo, Penza, Saratov, Smolensk, Tver, Tyumen Regions, and the city of Sevastopol. At the same time, over the past two weeks, the Vladimir and Leningrad Regions and Krasnodar Territory have partially implemented the measures. We thank the regions for the work they have done, but the said entities will remain in the “red zone” until the overdue measures are fully implemented,” added Deputy Minister of Natural Resources and Environment of the Russian Federation Denis Butsaev.

Also, 40 subjects of the Russian Federation remain in the "red zone": Arkhangelsk, Vladimir, Vologda, Voronezh, Irkutsk, Kaliningrad, Kirov, Kostroma, Kursk, Leningrad, Magadan, Novosibirsk, Omsk, Oryol, Ryazan, Sakhalin, Sverdlovsk, Tambov, Ulyanovsk, Chelyabinsk regions, Altai, Transbaikal, Kamchatka, Krasnodar, Primorsky and Khabarovsk territories, the Republics of Altai, Bashkortostan, Ingushetia, Kabardino-Balkaria, Komi, Crimea, Sakha (Yakutia), North Ossetia-Alania, Tyva, St. Petersburg, NAO, Khanty-Mansiysk Autonomous Okrug, Chukotka Autonomous Okrug, Yamalo-Nenets Autonomous Okrug. These regions have not completed the measures that were to be implemented in January-May 2025.

The regions violated the rules by not receiving a positive conclusion from the Main State Expertise, not holding public discussions, not drafting a concession agreement, not publishing tender information on concluding a concession agreement, and not updating the design documentation.
