Manufacturers and importers face fines for failure to submit reports. Schedule of online meetings on reporting

The Russian Environmental Operator reminds about fines for failure to submit reports under the extended producer responsibility (EPR). The deadline for submitting reports is April 15. To fill out the reports correctly, recyclers can attend a series of free explanatory online seminars of the REO.

“April 15 is the deadline for accepting reports on the disposal of waste from the use of goods. By this deadline, companies must report on compliance with the disposal standards. Failure to submit the report on time or providing incorrect data will result in administrative liability - a fine under Article 8.5.1 and 8.41.1 of the Code of Administrative Offenses. To better understand the EPR rules and the procedure for submitting reports, companies can attend free online seminars of the REO, which will be held until April 15. This will help to avoid mistakes and fines,” said Irina Tarasova, General Director of the PPC REO.

The rules for filing reports under the EPR and paying the environmental fee have changed since January 1, 2024. 2025 is a transitional year in the EPR reform from the "old" rules to the new regulation.

Who must file reports and pay the environmental fee in 2025?

For goods and packaging sold from January 1, 2023 to December 31, 2023, reports are submitted and the environmental fee is paid by manufacturers of goods, product packaging, importers of goods, and product packaging. They must provide:

— reports on compliance with recycling standards in accordance with the RF Government Resolution of 03.12.2020 No. 2010;

— calculation of the amount of the environmental fee in accordance with the RF Government Resolution of 08.10.2015 No. 1073 and the order of Rosprirodnadzor of 22.08.2016 No. 488.

For goods and packaging produced and imported from January 1, 2024, the manufacturers of goods, manufacturers of packaging, importers of goods, including goods in packaging, shall provide reports and pay the environmental fee. They must provide:

— reports on the weight of goods, packaging in accordance with the RF Government Resolution of 31.05.2024 No. 741;

— reports on the implementation of disposal in accordance with the RF Government Resolution of 31.05.2024 No. 742;

— calculation of the amount of the environmental fee in accordance with the RF Government Resolution of 30.12.2024 No. 1990.

A special procedure for submitting reports and paying the environmental fee has also been established within the framework of the experiment (clause 10, article 7 of the Federal Law of 04.08.2023 No. 451-FZ, RF Government Resolution of 01.06.2024 No. 750).

How and where to submit reports and pay the environmental fee?

Reporting and calculation of the environmental fee are submitted to the Unified State Information System for Accounting of Waste from the Use of Goods ( EFGIS UOIT ) or through the Personal Account of the Nature User (on the Rosprirodnadzor website ).

The details for payment of the environmental fee by importers of goods, packaging and importers-manufacturers of goods, packaging are posted on the Rosprirodnadzor website, and for payment of the environmental fee by manufacturers of goods, packaging - on the pages of the relevant territorial bodies of Rosprirodnadzor.
