Born June 2, 1950 in Baku.

⦿ Military service:

Served in the Soviet Army from 1968 to 1970. Upon completion of his service, he was recruited to work in the operational detachment of the Central Committee of the All-Union Leninist Young Communist League of Azerbaijan.

⦿ Education:

Upon the recommendation of the Central Committee of the All-Union Leninist Young Communist League, he entered the Saratov Law Institute named after D.I. Kursky, where he studied from 1973 to 1977 in the specialty of "jurisprudence".

⦿ Work experience:

By state assignment, he was sent to the Main Directorate of Internal Affairs of the City of Moscow, where he successively held the positions of investigator, senior investigator, deputy head of the investigative department, head of the district police department. In 1989, he was transferred to the Investigative Committee of the Ministry of Internal Affairs of the Russian Federation.

He completed his service in the internal affairs bodies in 2001 as a senior investigator for especially important cases, receiving the rank of Colonel of Justice.

He was awarded state awards, commemorative signs and medals of the USSR and Russian Federation Ministry of Internal Affairs. He participated in missions to zones of interethnic conflicts. He is a veteran of military operations and is a member of the Union of Investigation Veterans.

He worked as the head of the security services of a number of joint-stock companies and commercial organizations (the transfer was conditioned only by the change of founders).
