Glass Factory Planned for Kurgan Region with 100 Million Ruble Investment

Authorities in the Kurgan region are seeking an investor to build a glass manufacturing plant. The project’s preliminary investment cost is estimated at 100 million rubles. The Podbornovskoye quartz sand deposit is proposed as the source of raw materials.

"The recoverable reserves of glass-grade sand at the Podbornovskoye deposit total 313,000 tons. There are currently no glass manufacturing facilities in the Kurgan region," the project presentation states. The deposit covers 4.4 hectares, and authorities note the potential for further reserve expansion to the south and east of the site.

The Podbornovskoye deposit is located in the Belozersky District, 13 kilometers southeast of the settlement of Steklozavod. It was originally explored in 1965–1966 to supply the Borovlyansky Glass Plant, with reserves re-evaluated in 1985. The deposit is currently part of the unallocated subsoil reserve.

The new facility will require a land plot of approximately 13 hectares. Investors are being offered several potential locations for the plant. One option is the Vargashinsky Industrial Park, which has 13.85 hectares of available land. It is situated 42 kilometers from Kurgan and three kilometers from the Vargashi railway station, providing access to the Trans-Siberian Railway. The distance from the Podbornovskoye deposit to the park is 124 kilometers.

Industrial parks in Petukhovo and Dalmatovo are also under consideration. The Petukhovo site offers 13.8 hectares of available land, though it is located 262 kilometers from the deposit. The Dalmatovo site is located 228 kilometers from the deposit and offers 26.9 hectares of available land.

Another option is the former production facilities at the Shchuchye Eco-Technopark. This site offers 26 hectares of available land and over 50,000 square meters of production space. The facilities are owned by FSUE FEO. The site is situated approximately 268 kilometers from the Podbornovskoye deposit.

State support measures are available for the project. These include low-interest loans for equipment—with rates of 1–3% per annum and amounts up to 100 million rubles—as well as reimbursement for up to half the costs of constructing specific production facilities and connecting to utility networks. For large-scale investment projects, land may also be leased without a competitive tender, with an option for subsequent purchase.
