Implementation of the industry program «Use of secondary resources and secondary raw materials from waste in industrial production». Data collection

The Association "StekloSouz" of Russia is carrying out planned work in the field of developing the consumption of secondary raw materials for cullet for remelting in glass furnaces.

"StekloSouz" received information that the Ministry of Industry and Trade of Russia received a request from the PIC Russian Environmental Operator to send proposals for "pilot" projects as part of the implementation of paragraph 17 of the Action Plan ("Roadmap") for the implementation of the industry program "Use of secondary resources and secondary raw materials from waste in industrial production”, approved by the Deputy Chairman of the Government of the Russian Federation V.V. Abramchenko dated November 17, 2022 No. 13493p-P1 (hereinafter referred to as the Industry Program).

In accordance with the provisions of the Sectoral Program, "pilot projects" are understood as projects to create an infrastructure for involving, secondary resources and secondary raw materials for the production of products, performance of work and provision of services, aimed at achieving the parameters of the socio-economic development initiative of the Russian Federation "Circular Economy".

The provisions of the Sectoral Program provide for the implementation of measures related to both the utilization of secondary resources and the production of products from secondary raw materials.

It is proposed to establish the following criteria as requirements for "pilot" projects:

- The project is being implemented on the territory of the Russian Federation;

For projects related to recycling of secondary resources:

- The project provides for the creation/reconstruction of recycling facilities associated with the production of secondary raw materials and (or) industrial products listed in Section 3 of the Sectoral Program;

- Waste (secondary resources) that are generated at the enterprises of the metallurgical industry, the chemical industry, the timber industry, the building materials industry, light industry, the electronics industry and microelectronics are used as raw materials at the disposal facility.

For projects related to the use of secondary raw materials for the production of industrial products:

- The project provides for the production of industrial products at the enterprises of the metallurgical industry, chemical industry, timber industry, building materials industry, light industry, electronic industry and microelectronics using secondary raw materials;

- In the production processes, the used secondary raw materials replace completely or partially raw materials produced from natural resources.
