Association «StekloSouz» of Russia. Meeting on the topic of EPR and proposed changes in the legislation of the Russian Federation

Mid-April 2021 ended with a meeting at the StekloSouz Association of Russia. The heads of "StekloSouz" and glass container plants discussed the proposed changes in the legislation of the Russian Federation, which negatively affect the stability of the production of glass containers.

Colleagues from Kazakhstan and experts in the field of extended producer responsibility (EPR) were invited to the meeting.

The proposals set forth in the Concept for improving the institution of extended responsibility of manufacturers and importers of goods and packaging and Road Kate on the development of the institution of extended responsibility of manufacturers and importers of goods and packaging were discussed.

Proposals were made by Anton Mor, General Director of JSC Sibsteklo and Sergey Lukyantsev, Deputy General Director of JSC Sibsteklo. In particular, the terms “waste treatment”, “waste disposal” were discussed with the aim of amending the Federal Law No. 89-83 “On production and consumption waste”.

There are serious doubts about the introduction of the requirements and parameters of "the depth of processing and disposal of waste" into the legislation.

The definition of criteria for inclusion of organizations in the Register of utilizers is doubtful.

Other problematic issues, painful for glass-making factories, were also discussed.

Dmitry Tyrnov, head of the glass container plant of the Republic of Kazakhstan, shared his experience in solving these and other topics in the republic.

Dmitry Tuknov, Chairman of the Management Board of JSC "Industry Operator for Waste Management", expert on EPR issues, expressed his position on the StekloSoyuz initiatives.

The meeting was chaired by Viktor Osipov, President of the StekloSouz Association of Russia.
