On March 7, 2023, a meeting was held at the StekloSoyuz Association of Russia on the issues of maintaining and developing the production of domestically produced lighting products.

Golubev Vladislav Vladimirovich, Vice-President of the Association "StekloSouz" of Russia, made a reporting analytical report "On the state of production of Russian lighting products". He gave a complete analysis of the current state of the specified segment.

In particular, Vladislav Vladimirovich said that according to BusinesStat calculations, in 2017-2021, sales of all types of electric lamps in Russia decreased by 17.6%: from 957 to 789 million units. The main trend of recent years has been the massive transition of all categories of buyers to LED lighting.

In 2020, the drop in sales intensified against the background of the crisis and the pandemic, when there was a contraction in demand, mainly from the commercial sector. The dependence of the market on imports is high: more than 80% of lamps sold in the country are foreign-made. Lamp market forecast - stagnation at the level of 670-680 mln.

In the structure of the Russian lamp market in 2020-2023, after its growth in 2019 by 10.3%, the volume of production in 2021 amounted to. 296 million pieces, which accounted for about 45% of the lamps consumed. The vast majority (about 75%) were incandescent lamps. After the cessation of their production by the Tomsk Electric Lamp Plant (“Modern Light Sources” produced 55.1 million lamps in 2019), the share of Russian lamps will decrease by about 25%

An import-oriented model has formed on the Russian market of LED lamps, more than 97% of the market is made up of products from foreign manufacturers.

In the structure of the LED lamp market in 2019, the volume of imports amounted to 443.57 million units. and exceeded domestic production by 11.9 times, and the trade balance was negative and amounted to 421.7 million units. by LED lamps

Now the situation is even worse, domestic production continues to steadily fall: in 2021, Russia produced 8% less products than in 2020, and 66% less than in 2010.

When analyzing the financial statements of large manufacturers of electric lamps and lighting equipment, namely: SSZ Lisma LLC, ElectroLighting LLC, Ledvans, Modern Light Sources LLC, it has been observed in all enterprises since 2020. decrease in revenue, increase in accounts payable. ElectroLighting LLC, Ledvans have a decrease in net profit, while SSZ Lisma LLC - and the Tomsk Electric Lamp Plant are economically unstable and perform their activities inefficiently, causing a loss. As can be seen from the analysis, Lisma LLC and the Tomsk Electric Lamp Plant are experiencing serious financial and legal problems: Lisma LLC was declared insolvent (bankrupt) in March 2020, bankruptcy proceedings were opened against the debtor's property. The reason was the application of creditors to declare the manufacturer of light sources bankrupt. The total amount of claims exceeds 1 billion 282 million rubles. Also, due to tax claims, the companies belonging to the LEADLight group of companies - the Tomsk Electric Lamp Plant - are going bankrupt.

It can be concluded that enterprises have to work more and more difficult in the face of deteriorating market conditions. Technologies are constantly being improved, more and more funds are required for the modernization of production, and the tax and administrative burden is growing, blocking the path of modernization. The situation can be improved by supporting, first of all, Russian manufacturers of LED lamps. So, in Modern Light Sources LLC (part of the LEADlight group - Tomsk Electric Lamp Plant) for 2015-2019. a unique complex for the production of LED lamps based on its own LEDs was created, capable of producing up to 6 million LED lamps per year. With state support, this complex will provide the country's market with a competitive product with the highest technical characteristics and a deep level of product localization.

Osipov Viktor Ivanovich, President of the Association "StekloSouz" of Russia, expressed concern about this topic. The loss of production of this product line will lead to unpredictable consequences and the loss of high-tech products necessary for many sectors of the national economy.

The Presidium decided to prepare a written appeal to the Chairman of the Government of the Russian Federation Mikhail Vladimirovich Mishustin with a request to pay special attention to the current state of the production of lighting products in the Russian Federation.

Other decisions have also been taken to correct the existing situation.

A scheduled meeting on this topic will be held in the second quarter of 2023.
