Formation of a list of «pilot» projects to involve secondary resources in the economic turnover in the field of construction and housing and communal services for the period 2022-2024.

The Association "StekloSouz" of Russia, as part of the planned work on the issue of secondary resources, brings to your attention the information that, in pursuance of paragraph 3.1 of the action plan ("road map") of the industry program "Use of secondary resources, secondary raw materials from waste in the field of construction and housing -municipal economy for 2022-2030" (hereinafter referred to as the industry program), approved by the Deputy Chairman of the Government of the Russian Federation V.V. Abramchenko dated October 10, 2022 No. 1795-PI, the Ministry of Construction of Russia is participating in the formation of a list of "pilot" projects for the involvement of waste in the economic turnover in the field of construction and housing and communal services for the period 2022-2024.

"Pilot" projects are understood as projects for the creation of an infrastructure for the disposal of waste (secondary resources), aimed at achieving the parameters of the initiative for the socio-economic development of the Russian Federation "Circular Economy".

Criteria for referring to "pilot" projects:

• implementation on the territory of the Russian Federation;
• disposal of waste (secondary resources) listed in section 4 of the sectoral program, with the receipt of industrial products (materials), for the performance of work, the provision of services;
• manufactured products (materials) are used or can be used in construction and housing and communal services, or the work performed (services rendered) using secondary raw materials (secondary resources) are carried out in industrial, civil, road construction, housing and communal services (improvement);
• the project is aimed at creating new capacities for waste disposal (secondary resources) or production of products from secondary raw materials, or at expanding existing capacities for waste disposal or production of products with an increase in the amount of secondary resources and secondary raw materials involved;
• the raw materials used replace in whole or in part raw materials produced from natural resources.

In this regard, we ask you to send your proposals for "pilot" projects for further work, which can be included in the number of "pilot" projects in accordance with the attached questionnaire.
