Large state-owned companies are planned to be given the right to develop contractors

The Ministry of Economy of the Russian Federation has finalized amendments to the federal law "On the development of small and medium-sized businesses in the Russian Federation", according to which it is planned to allow the largest customers to conclude agreements on "growing" with their suppliers, the newspaper "Vedomosti" reports with reference to a copy of the document. According to the bill, supplier support can be expressed in financial, legal and methodological forms.

The draft amendments do not provide guarantees for the purchase of goods, works and services from suppliers with whom an agreement has been concluded, the newspaper said. After the completion of all development activities, the customer takes part in procurement on a competitive basis. As a criterion for the selection of suppliers, their readiness for modernization and reconstruction, the so-called technological readiness index, can be used.

The list of companies that are allowed to develop suppliers will be approved by the government. According to the SME corporation, in 2020 the largest customers in terms of purchases from small and medium-sized businesses were Russian Railways, Rostelecom, Sberbank, VTB and RZD Stroy.
