The Association StekloSouz of Russia received information that a draft federal law “On Amendments to the Federal Law “Technical Regulations on the Safety of Buildings and Structures” and the Federal Law “On Standardization in the Russian Federation” is currently being publicly discussed ( https://regulation.gov.ru/projects#npa=131694, attached).
According to the information from the summary report on the regulatory impact assessment of the draft act with a medium degree of regulatory impact, “the bill is aimed at ensuring the possibility of using the standards of organizations as an evidence base for compliance with safety requirements, introducing a mechanism for justifying technical solutions in the field of security based on “green standards”, standards of the People's Republic of China and other countries, model codes and their use as an evidence base, as well as homologation of design documentation made in foreign standardization systems, and determining the possibility of building buildings and structures without redesign, but with confirmation of safety in a simplified manner. As a result of the implementation of the proposed initiatives, the circle of participants (professional community) will expand in the formation of the evidence base of the Federal Law of December 30, 2009 No. 384-FZ "Technical Regulations on the Safety of Buildings and Structures" (hereinafter - Law No. 384), as well as with the introduction of new foreign technologies innovative, energy-efficient and environmentally friendly technologies and standards in construction will be promptly introduced.”
