Joint meeting with heads of federal industry associations under the auspices of the State Duma of the Russian Federation

On November 25, 2022, under the patronage of the State Duma of the Russian Federation, a joint meeting was held with the heads of federal industry associations.

Topic of the meeting: "Relocation and accelerated localization of foreign productions and their placement on the territory of the Russian Federation, including through cooperation mechanisms that ensure the protection of state and private property."

First Deputy Chairman of the State Duma Committee on Regional Policy and Local Self-Government Sergei Ivanovich Morozov, opening the meeting, noted the importance of this event for the macroeconomics of Russia. Many industrial enterprises are transferred from Europe to other countries.

The owners of companies are ready to consider the possibility of transferring their enterprises to the Russian Federation, which is a convenient place for locating production. Solutions can be implemented subject to state support and additional preferences in the allocation of land for rent or ready-made industrial sites for the construction of production bases. Provision of infrastructure, energy, sufficient for the operation of factories.

An equally important issue is the removal of administrative barriers.

Podenok Andrey Evgenievich, president of the interregional public organization "MAP", proposed the creation of a consortium "Technological relocation".

Osipov Viktor Ivanovich, President of the Association "StekloSouz" of Russia, drew attention to the need for transparent rules for the next 15 years for the cost of energy and raw materials. In addition, understandable business rules of tax legislation are needed, to build a system of producers' interest in developing production through the acquisition of new technologies and improving production.

As a result of the speeches of the leaders of the associations, a package of proposals was formulated for the Government of the Russian Federation, the State Duma and the Federation Council of the Federal Assembly of the Russian Federation.

Decisions were made, including the creation of a consortium.

Currently, general characteristics and directions of activity of the created legal instrument are being developed. The forms of cooperation between the participants, the organizational structure and issues of the functioning of the consortium are prescribed.
