Technical regulation and standardization are priority areas of cooperation within the CIS

On March 28–29, 2024, the International Economic Forum of the CIS Member States was held in Moscow. Its program included a plenary session and sections on the most important aspects of the development of integration processes in the CIS. Among them is the section “The role of technical regulation and standardization in the integration processes of the CIS”.

The session participants discussed the issues of eliminating technical barriers in mutual trade of the CIS member states, the role of interstate standardization as a key tool for connecting the integration processes of the CIS and the EAEU, the development of international trade and economic cooperation.

There was a discussion of problems related to training and advanced training of specialists in the field of technical regulation, standardization and quality infrastructure in the CIS member states.

The section was moderated by Vladimir Chernyak, Executive Secretary of the Interstate Council for Standardization, Metrology and Certification.

Deputy Secretary General of the CIS Denis Trefilov addressed the section participants with a greeting.

Deputy Minister of Economic Development of the Russian Federation Dmitry Volvach in his speech emphasized that standardization is one of the key elements of technical regulation, which in a market economy can make a significant contribution to international economic growth and the practice of eliminating technical barriers in mutual trade. Standardization is key to supporting a number of government policies - competition, government procurement, innovation, removing trade barriers, expanding trade, protecting the environment and protecting consumer interests.

“Issues of technical regulation and standardization have been and remain one of the priority areas of cooperation in the CIS,” said Dmitry Volvach.

The session was attended by Member of the Board (Minister) for Technical Regulation of the Eurasian Economic Commission Valentin Tataritsky, Deputy Director of the Department of State Policy in the Field of Technical Regulation, Standardization and Ensuring the Uniformity of Measurements of the Ministry of Industry and Trade of the Russian Federation Elena Vesnina, Head of the Federal Agency for Technical Regulation and Metrology Anton Shalaev, Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan Kuanysh Elikbaev and others.

The report “Standardization as the basis of a unified digitalization platform for the CIS countries” was delivered at the session by Andrey Lotsmanov, Deputy Co-Chairman of the RSPP Committee on Industrial Policy and Technical Regulation, Chairman of the Council for Technical Regulation and Standardization under the Ministry of Industry and Trade of Russia.

He spoke about the work of the Intersectoral Council for Standardization in the field of information technology, operating under the Committee of the Russian Union of Industrialists and Entrepreneurs, the Coordination Council of Chairmen of National and Interstate Technical Committees for Standardization in the Field of Digital Development (KSSTSR), the main task of which is technical committees for standardization in order to develop standards in the field digital transformation. Last year alone, the council's technical committees developed 187 digital industry standards.

The speaker highly appreciated the work of PTC 711 “Smart (SMART) standards”. The Technical Committee has developed the National Standard “Smart (SMART) Standards. General provisions." This is the first document in the world to introduce the concept of the SMART standard.

Andrey Lotsmanov emphasized that increasing the quantity and quality of machine-readable (machine-understandable, machine-executable, machine-interpretable) content in SMART documents creates new opportunities for their use.

In his speech, he also spoke about the joint work within the framework of the Cooperation Agreement between the RSPP Committee and the Interstate Council for Standardization, Metrology and Certification.
