The Chamber of Commerce and Industry of Russia announced its position at a meeting of the Commission of the State Council of the Russian Federation in the direction of «Small and medium-sized businesses»

On November 16, a regular meeting of the Commission of the State Council of the Russian Federation in the direction of "Small and medium-sized businesses" was held. Vice President Elena Dybova spoke at the meeting with the position of the Chamber of Commerce and Industry of the Russian Federation.

Opening the meeting, Anton Alikhanov, Governor of the Kaliningrad Region, Head of the Commission, informed about the measures taken to support business in the Kaliningrad Region: concessional financing and job retention programs, grants for young entrepreneurs, voiced proposals to increase the maximum amount of grants and the age limit for young entrepreneurs.

In her speech, Elena Dybova proposed, given the current situation (Decree of the President of the Russian Federation dated October 19, 2022 No. 756 “On the imposition of martial law in the territories of the Donetsk People’s Republic, Luhansk People’s Republic, Zaporozhye and Kherson regions”), to apply two approaches: urgent measures government regulation and support and systemic measures.

Urgent support measures should be divided into three levels: for business operations in the newly annexed territories (with the maximum level of response), it is important to formulate a set of transitional measures, taking into account martial law.

For businesses in border areas (with an average level of response) to radically reduce the tax burden; introduce a new mechanism for preferential insurance of real estate objects of enterprises with a state guarantee; consider the possibility of granting credit holidays without accruing interest on investment loans and introducing the payroll 4.0 program.

For all other territories - maximum support for the manufacturing business, additional capitalization of MFIs, removal of restrictions on OKVED; revision of the criteria for classifying SMEs in terms of number and turnover, revision of profitability limits for a patent; acquiring 1%; a moratorium on all inspections - scheduled / unscheduled and a drastic reduction in reporting.

A separate block of the speech was devoted to solving the systemic problem of staff shortages. “Today, the state must respond quickly and flexibly: as a response, business expects a joint prompt development of quick solutions to emerging problems. Any entrepreneurial activity is fundamentally important, especially in endangered territories, and it is important to stimulate such activity.”

Further, Evgeny Podshivalov, Managing Director for the Development of Regional Export Support Infrastructure and Partnership Policy of REC JSC, made a presentation on the implementation of the Federal Project “Systemic Measures for the Development of International Cooperation and Exports”.

Yury Zubov, Head of the Federal Service for Intellectual Property, in his speech informed about the support and support by the administrations of the constituent entities of the Russian Federation of tax incentives for innovation activities that have already been implemented or are being prepared for implementation in the interests of SMEs as part of the action plan ("road map") for the implementation of the management mechanism systemic changes in the legal regulation of entrepreneurial activity “Transformation of the business climate” “Intellectual property” (Decree of the Government of the Russian Federation dated August 03, 2020 No. 2360-r). He also made a proposal to organize explanatory seminars for business in the regions to conduct an intellectual inventory.

At the end of the meeting, Anton Alikhanov informed that all the voiced proposals would soon be submitted for discussion to the Minister of Economic Development of Russia Maxim Reshetnikov.
