New rules for granting subsidies to regions for the purchase of containers for North Ossetia were approved

Decree of the Government of the Russian Federation of July 30, 2021 No. 1289 "On Amendments to the State Program of the Russian Federation" Environmental Protection ".

The government approved the rules for granting subsidies to regions for the purchase of containers for separate waste collection. The corresponding decree was published on the portal of legal information.

As the Ministry of Natural Resources explained, a billion rubles will be allocated to the regions for the purchase of containers, this will allow purchasing about 70 thousand containers. The selection of regions that will receive subsidies will be based on several criteria. So, in the region, a territorial scheme for the management of production and consumption waste should be approved, as well as a procedure for the accumulation of waste, including, among other things, provisions on the introduction of separate waste collection.

In addition, the region should have facilities for processing solid municipal waste. If they are absent, the leadership of the constituent entity of the Russian Federation must guarantee their appearance. Also, the regional budget should provide funds for the purchase of containers, if necessary.

Earlier, the Cabinet of Ministers has already provided subsidies to the regions for the purchase of containers. However, not a single region took advantage of this money, and the entire amount was returned to the budget. The head of the State Duma Committee on Ecology and Environmental Protection, Vladimir Burmatov, suggested that such indifference of local authorities may be due to ineffective or unrealizable subsidy conditions.
