The head of the Federation Council Committee on Economic Policy, Andrei Kutepov, proposes to revise the estimated cost per square meter of housing in Russian regions when citizens are resettled from dilapidated houses, in particular, due to the rise in prices for building materials. A copy of the letter, which is supposed to be sent to the aide to the President of the Russian Federation Maxim Oreshkin on Tuesday, is at the disposal of TASS.

"The problem of reflecting the cost of housing, close to the market value, for the purpose of calculating the amount of social benefits for all categories of citizens to whom these social benefits are provided for the purchase (construction) of residential premises at the expense of the federal budget, has not yet been resolved. revising the estimated cost per square meter to determine the amount of financial support to the constituent entities of the Russian Federation within the actual construction price, which will stimulate the construction of housing, achieve a balance in the budgets of the constituent entities, "the document says.

According to the senator, when calculating the costs of the regions, the Ministry of Construction of the Russian Federation does not take into account the costs associated with the ratio of the excess of the area of the acquired housing over the occupied housing. Kutepov cites the situation in the Penza region as an example. "The cost of one square meter under the concluded municipal contract for the construction of apartment buildings [under the regional program of resettlement from emergency housing in 2019-2025] in the city of Penza amounted to 47,139.89 rubles. Moreover, even this cost does not reflect the objective cost of housing on the market in this segment, especially when the prices for building materials fluctuate.When choosing the method of resettlement of citizens "construction of apartment buildings", additional costs arise for the development of design and estimate documentation, payment for technical connections, payment of state expertise, which are not program activities and are paid for the account of the budget of the municipality ", - emphasizes Kutepov.

He added that currently the main problem in the implementation of the regional resettlement program from hazardous housing is a significant increase in prices for building materials (metal, wood, about 30%). This led to an increase in the cost of housing in the primary and secondary markets - in Penza, the cost of 1 sq. m varies from 57 thousand to 70 thousand rubles and more, notes Kutepov. At the same time, the Ministry of Construction in June established a standard for the average market value of 1 sq. m of housing for the Penza region at the level of 40,886 rubles, says Kutepov. According to him, a similar problem is noted in the Voronezh, Murmansk, Oryol regions and in other constituent entities of the Russian Federation.

The proposal of the Ministry of Construction

The Ministry of Construction of the Russian Federation previously proposed to change the methodology for determining the standard for the cost per square meter of housing used to calculate the amount of social payments to certain categories of citizens for the purchase or construction of housing. The corresponding draft order was published on the federal portal of draft regulatory legal acts.

According to the project, it is proposed to calculate the average market cost per square meter of housing on the basis of Rosstat data on the weighted average price per square meter in the primary and secondary housing markets for standard apartments of average quality. At the same time, separately for the regions of the Far Eastern Federal District, this indicator will become equal to the average market value of one square meter in the market of new buildings of average quality.

Today, the average market value of a square meter of housing in the regions is derived from data on the average price in the primary and secondary housing markets for apartments of average quality, the average cost of construction, the average cost per square meter of housing purchased under the state program "Provision of affordable and comfortable housing and utilities to citizens RF "and taking into account the deflator index.
